Minutes of Greenville Town Council Meeting
May 12th, 2008
President
Talbotte Richardson called the regular monthly meeting to order. Councilpersons
present were Bob Wright, Patti Hayes, Randal Johnes, Hanzel Barclay, and
President Talbotte Richardson, along with Clerk Jack Travillian. Also attending
the meeting was Water Utility
Superintendent Gary Getrost, Town Attorney Rick Fox, and other
concerned citizens.
Councilman
Johnes opened the meeting with a prayer. Minutes were discussed and approved.
Motion made by R. Johnes and seconded by T. Richardson. Motion passed 5-0.
Water Business:
Installing
pumping station in Galena: Superintendent Getrost has contacted a local
property owner about purchasing a corner lot. During discussions it appears
that some property in the area may be owned by Floyd County or State of Indiana
and may be available for transfer.
Superintendent
Getrost raised the issue about customer meter deposits. Currently the amount of
deposit is $50. The deposit is set up
for covering any unpaid bills if a customer moves or defaults for unknown
reasons. The procedure can take 3
months to arrive at cutoff, with the average billing of $30 per month a
customer can be over the deposit amount. It was suggested to raise the customer
deposit amount.
Superintendent
Getrost questioned attorney Fox about the water utility current policy about
having all accounts set up by property owners. Some owners are now using the
water shut-off as a tool to cause eviction. Attorney Fox agreed that the water utility
policy is proper procedure
Councilman
Johnes requested that job descriptions for all water utility personnel would be
finished by next month’s meeting.
Superintendent
Getrost advised the council of a confrontation at the Greenville Post Office with
Bud Ollis. He stated that he felt
threatened and has requested Town Marshal Burkhart follow up with a formal
report.
Ordinance 2008-T-84 AN ORDINANCE ESTABLISHING PUBLIC
HEALTH SAFEGUARDS FOR FOOD ESTABLISHMENTS AND BED AND BREAKFASTS
IN FLOYD COUNTY, INDIANA. Reed Streigel presented
ordinance proposed by the Floyd County Health Department to the council. The
Ordinance was read and discussion was held. After first reading
motion was made by T. Richardson and seconded by R. Johnes
to accept the ordinance as written. The council unanimously voted to consider
the ordinance (5-0). Motion was made by R. Johnes and second H. Barclay. Motion
passed 5-0. Second reading, R. Johnes made motion to accept the ordinance and
H. Barclay seconded. Motion passed 5-0.
Third reading was completed motion was made by R. Johnes, seconded by H.
Barclay. Motion passed 5-0. Motion takes effect July 1, 2008.
Ordinance 2008-T-85 Transfer of
Funds Ordinance: After first reading motion was made by
R. Johnes and seconded by H. Barclay to accept the ordinance as
written. The council unanimously voted to consider the ordinance (5-0). Motion
was made by R. Johnes and second H. Barclay. Motion passed 5-0. Second reading,
B. Wright made motion to accept the ordinance and R. Johnes seconded. Motion
passed 5-0. Third reading was completed
motion was made by R. Johnes, seconded by P. Hayes. Motion passed 5-0.
Attorney Fox has
requested that Brian Wickins to address the council with recommendation to
update Ordinance 2007-T-62 concerning pornography.
Financial:
Review/Approval
Checks and Expenditures: Clerk Travillian presented the forms for checks
written from the utility and the town.
Old Business:
President Richardson gave update
about “Green up Greenville” beginning with a dumpster for the citizens of
Greenville. President Richardson announced the three bids received from local
companies about providing dumpsters.
The bids received were $298 plus dumping fees from All Gone, $300 per
load plus $60 dumping fee from Kepley, and $125 plus $60 from Earth First. The council voted unanimously to accept the
lowest bid. The date and location will
be announced on a flier to town residents.
Drainage ditch on the south side
of Harrison Street President Richardson reported that it has been too wet to be
work on the problem.
Update on the procedure for
implementation of an Interlocal agreement between the Town of Greenville and
the County Planning Commission. The councilpersons will need to pass the
Comprehensive Plan before proceeding. Any reclassifications will need to be
done through the council. D. Lopp will be present at the next meeting to answer
questions and advise.
New Business:
President Richardson has met with a citizen about a
drainage problem at Whirlaway Court and Wind Hill in Wind Dance Subdivision. A
culvert has collapsed and need immediate attention. The resident was advised to
have a backflow prevention devise installed on her basement drainpipe to avoid
future problems. The council will meet at sight to decide best method of
repair.
Committee Reports
Streets and Roads: H Barclay has been in contact with a
surveyor (B. Gibson) about completing the Parkland Heights widening project.
The town will start accepting bids soon.
Special Projects: Clerk Travillian will provide
Councilwoman Hayes with a excel word file listing local residents. This list
will be used to mail post cards.
Marshal’s Report:
Marshal
Burkhart gave report on this month’s activities, including number of tickets,
arrests, and other general activities. New Deputy Wiseman has completed basic
training and weapon’s training is still needed.
Radar units were all updated and maintenance was completed.
Property Cleanup:
Sappenfield property should be done this month. Homberger property on Clark Street has been
informed about the need to keep grass mowed.
A letter addressing property
cleanup of Jerry Tush property at 9838 Highway 150 was refused and
returned. Marshall Burkhart will be
serving the letter directly.
Drainage
problem on Highway 150 is being resolved by R. Johnes.
Donnie
Perkins appeared before the council stating that he has tried to comply with
the ordinance requiring automobiles be covered if unlicensed and
non-operational, however someone has been removing the tarps and even cutting
the tie downs. The council will grant
one last extension to the next meeting (June 9) to have the corrections in
place or they will be enforcing the local code starting with substantial
penalties.

business coming before the Council the meeting was adjourned.
